How do we do this if the levels above us (e.g. federal, state, county, city) don’t care and won’t help?
While it would be best if all levels of government were in alignment, it is not necessary. The states shouldn’t wait for the federal government. The counties shouldn’t wait for the state. The cities shouldn’t wait for the counties. The communities shouldn’t wait for any of the above.

Homelessness Task Force Issues Interim Recommendations to Governor Newsom
Governor Gavin Newsom’s Council of Regional Homeless Advisors, led by Sacramento Mayor Darrell Steinberg and Los Angeles County Supervisor Mark Ridley-Thomas, revealed their recommendations for reducing street homelessness, breaking down barriers from accessing mental health and substance use services, and findings ways to reduce the cost and boost the supply of housing options throughout California.
